The Code Enforcement Officer II is the journey level class in the Code Enforcement Officer series and is responsible for performing the full scope of assigned duties. Incumbents become skilled in making inspections and enforcing codes and regulations in a broad range of building and related codes.
The work requires independence and discretion in working with the public and in conducting field inspections. An incumbent may advance to the next higher classification of Code Enforcement Officer III upon meeting the employment standards for that class, recommendation of the Department Head, and approval from the City Manager. This classification differs from the next lower classification of Code Enforcement Officer I by the performance of the full range of duties working with minimal supervision and performing more complex assignments in all areas.
Essential Functions:
Possession of a minimum of two (2) years full time work experience as a Code Enforcement Officer I with the City of Madera or equivalent experience in another government agency
Possession of a high school diploma or equivalent
Possession of, or ability to immediately obtain, a valid Class C California driver's license
Completion of PC 832 Laws of Arrest course
Certified Basic and Advanced Code Enforcement Certificates from the Sacramento Training Center or equivalent
Only those applicants who meet the qualification standards of this position by the application filing deadline will be allowed to participate in the examination process. Examination scores determine standing on Civil Service eligibility lists. The City Manager, upon recommendation of the department head, will make the final selection and appointment from the established eligibility list. Appointment will be contingent upon an extensive background check, pre-employment physical and drug screen. The examination process may consist of the following parts: Application Package Review: Qualifying Only; Oral Interview: 100% Weight Value. Candidates must earn a score of 70% or higher to be considered for the eligibility list. Applicants may be eligible for Veteran's Preference Points (5 points) and should attach a DD214 to their employment application for consideration of this preference.
Patrols and conducts field inspections of parcels of land, structures, vehicles and stored materials to ensure compliance with applicable City ordinances and state laws, Investigates citizen complaints and takes appropriate action, Photographs violations; gathers evidence for court proceedings; posts notices relating to required abatements, Maintains records and reports related to enforcement activities; composes and types correspondence, reports, forms and specialized documents, Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public
