Human Resources Consultant C/Specialist

The Human Resources Consultant C/Specialist supports the Technology team within the Learning, Performance, & Culture Division by designing, developing, and maintaining engaging digital learning solutions. The incumbent creates eLearning courses, instructional videos, job aids, and other multimedia learning resources using instructional design best practices. This position also supports the Learning Management System (LMS), provides technical assistance to customers, and contributes to projects that enhance employee learning and organizational performance.

Minimum Qualifications: Five years of experience in human resources; planning, delivering, or evaluating training programs, or academic instruction; OR Six years of full-time experience in any field plus two years of experience in human resources; planning, delivering, or evaluating training programs, or academic instruction; OR A bachelor's degree plus two years of experience in human resources; planning, delivering, or evaluating training programs, or academic instruction; OR An advanced degree in a human resources, psychology or education field, or in business administration, public administration, or a Juris Doctorate plus one year of experience in human resources; planning, delivering, or evaluating training programs, or academic instruction. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Designation as a Society for Human Resource Management Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), or a Senior Professional in Human Resources (SPHR) will substitute for a maximum of one year of the required experience.

Job Duties: Design and develop engaging learning products, including e-learning courses, instructional videos, job aids, and other performance support materials using instructional design and graphic design principles. Collaborate with team members and subject matter experts to create blended and modular training solutions. Provide technical support to customers by responding to questions, troubleshooting online training and web-based courses, and directing users to appropriate resources when needed. Assist with departmental initiatives, special projects, and continuous improvement efforts. Create, maintain, and update course information and content within the Learning Management System (LMS), ensuring accuracy and functionality. Coordinate with team members to manage LMS content and recommend process or system improvements. Perform other duties as assigned.
